Climate change is one of the greatest market failure the world has seen. Government intervention is essential to promote a transition to a low carbon economy which according to scientific criteria will require halving the global emissions to 2050. Moving economy onto a sustainable energy path will require a dramatic transformation of energy system, specially, in the power (electricity) and transport sector.
The `traditional´ energy policy objectives (security of supply, competitiveness and environmental protection) will need to match the longer-term objective of climate change mitigation."
