University of the Basque Country , 1979), graduate in computer studies (University of Deusto, 1985) and Master´s certificate in Public-sector Economics (Instituto de Economía Pública University of the Basque Country, 1987).
- Extraordinary Doctorate Award of the University of the Basque Country in Social and Legal Sciences.

There is a high degree of uncertainty about what impact a rising GHG concentration may have on our planet´s temperature and therefore on life conditions. Continued research and the arrival of new information over time can help to reduce this uncertainty. Nevertheless, early action against climate change is necessary to reduce the risks faced by our own and future generations, thus mitigating the possibility of serious and hard-to-repair changes. In other words we must invest to assure the future. On the other hand, actions against climate change must go hand-in-hand with improvements in energy efficiency and savings in the natural resources.”
