Interview with Prof. Anil Markandya on "Environmental Fiscal Reform"
Already in 1991, David Pearce indicated that switching taxation from labour to environmental externalities could lead to a double dividend. This concept entails the possibility of improving not only the environment, but also the economy, thanks for instance to the emerging of the shadow economy. This may be particularly relevant, as informal markets account for a significant and growing part of GDP in many developed economies such as Italy and Spain. Anil Markandya, Scientific director of the Basque Center for Climate Change, gives an overview of his recent works on these issues.

The article "International Side-Payments to Improve Global Public Good Provision When Transfers Are Refinanced Through a Tax on Local and Global Externalities", forthcoming in: International Economic Journal, 2013. (Martin Altemeyer-Bartscher, Anil Markandya and Dirk Rübbelke) is available on Taylor & Francis Online.

The "International Spring University on Ecosystem Services" begins on the 11th of March
The first edition of the "International Spring University on Ecosystem Services Modeling" will be held from the 11th to the 22nd of March at Bizkaia Aretoa in Bilbao.
It is organized by BC3 , The UNESCO Chair on "Sustainable Development and Environmental Education” of the University of the Basque Country and the City Hall of Bilbao, with the collaboration of other international academic and non-profit organizations, and will gather 39 experts on Ecosystem Services Modeling from all over the world.
The International Spring University on Ecosystem
Services modeling (ISU-ES) 2013 is the first edition of an annual 2-week
intensive course that aims to build a new generation of actors ,in research,
policy and management, who can profitably use ecosystem services
models to address and solve sustainability problems. The course will
follow a problem-based paradigm, learning the most advanced ES modeling
techniques from theory and practice using case studies defined by the participants.
BC3 Basque Centre for Climate Change is leading the development of some of the most advanced methodologies to quantify and value the flows of beneficial services that natural ecosystems provide to societies. While the methods developed are reaching high degrees of sophistication, the skills required to perform an assessment remain in the hands of only few people. In two weeks of intensive instructions, participants will master the modeling language that runs the ARIES modeling platform (http://www.ariesonline.org) and learn how to effectively model ES problems of different scope and scale. At their discretion, the participants will have the option of continuing interaction with the ARIES consortium to contribute to the largest worldwide public repository of models and data on ecosystem services.

Klima aldaketaren Dohako gailurra
Egileak: Prof. Anil Markandya ( BC3ko Zuzendari Zientifikoa) eta Unai Pascual (Ikerbasque Research Professor Bc3 an)
Froga zientifikoek adierazten dute tenperatura errekorrak hausten jarraitzen dutela, poloetako izotza espero baino bizkorrago urtzen ari dela eta itsas maila hainbat proiekziok aurreikusitakoa baino gehiago goratzen ari dela. Gainera, planeta ez da bilakaera eraginkorrik lortzen ari mende amaieran batez besteko tenperatura globalaren igoera 2 gradu zentigradoren azpitik atxikitzeko xedean. Aurreikuspen zientifikoen arabera, munduko egungo karbono igorpenak geldiarazten ez badira, munduko tenperaturek 4 eta 6 gradu bitartean egingo dute gora. Halaber, zientziak ohartarazi digu berotze globalaren eragin fisikoak berehalakoak direla eta, beraz, arazoari erantzuteko beharra geroz eta larriagoa dela.
